Australia launches a dual anti exemption investigation into welded pipes related to China

On February 9, 2024, the Australian Anti dumping Committee issued Announcement 2024/005, stating that, in response to the application submitted by the Australian domestic enterprise MGN Civil Pty Ltd, it launched an anti-dumping exemption investigation on the welded pipe (Ceramic Hollow Structural Sections) imported from Chinese Mainland, South Korea, Malaysia and Taiwan, and launched a countervailing exemption investigation on the welded pipe in Chinese Mainland. The exempted products under investigation are as follows: 350 grade 60mm x 120mm x 10mm thick steel rectangular tube, with a length of 11.9 meters. Related to products under Australian customs codes 7306.61.00.22 and 7306.61.00.25.

On September 19, 2011, Australia launched anti-dumping and countervailing investigations against welded pipes imported from Chinese Mainland, and also launched anti-dumping investigations against welded pipes imported from South Korea, Malaysia and Taiwan, China. On July 3, 2012, Australia made a positive final ruling on the case.

On May 11, 2015, Australia conducted an anti circumvention investigation on welded pipes originating in Chinese Mainland, South Korea and Malaysia S700MC steel. On February 16, 2016, Australia exempted some of the products involved from anti-dumping and countervailing measures. On March 18, 2016, Australia made a final determination on anti circumvention of welded pipes originating in Chinese Mainland, South Korea and Malaysia, expanding the scope of taxation in the original trial, and integrating Chinese Mainland enterprises Dalian Sirite High tech Co., Ltd., Tianjin Furender Steel Pipe Co., Ltd., Tianjin Ruitong Steel Co., Ltd The alloy welded pipes (Australian customs codes 7306.61.00.90 and 7306.50.00.45) exported by RoswellSARLimited and Alpine Pipe manufacturing SDN BHD from Malaysia are included in the scope of taxation S700MC steel.

On October 31, 2016, the Australian Anti dumping Committee issued Announcement 2016/113, conducting the first anti-dumping sunset review investigation on welded pipes imported from Chinese Mainland, South Korea, Malaysia and Taiwan, and conducting the first countervailing sunset review investigation on products imported from Chinese Mainland. On June 21, 2017, the Australian Anti Dumping Commission made a positive final ruling on the anti-dumping and anti subsidy sunset review of the case, continuing to extend the validity period of anti-dumping and anti subsidy measures against the aforementioned countries and regions until July 3, 2022. On September 22, 2021, the Australian Anti dumping Committee issued Announcement 2021/122, which launched the second anti-dumping and countervailing sunset review investigation on welded pipes imported from Chinese Mainland, and launched the second anti-dumping sunset review investigation on welded pipes imported from South Korea S700MC steel, Malaysia and Taiwan at the same time, in response to the application submitted by Australian enterprises AustubeMillsPty Ltd. and OrrconManufacturing Pty Ltd.
