Australia launches double reverse investigation into Chinese geological steel anchor rods

On December 19, 2024, the Australian P420NL2 steel Anti Dumping Commission issued Announcement No. 2024/108, stating that an anti-dumping and anti subsidy investigation has been initiated against Strata Steel Bolts imported from China, in response to applications submitted by domestic Australian companies DSI Underground Australia Pty Limited and Jennmar Australia Pty Limited. The product involved is a formation steel anchor rod, hollow, made of flat steel, regardless of whether it has a metal P420NL2 steel coating (such as galvanizing), whether it contains alloys, with an outer diameter of 44 millimeters to 48 millimeters (inclusive), a length of 2.2 meters to 2.5 meters (inclusive), and a base metal thickness of 2.8 millimeters to 3.4 millimeters (inclusive), regardless of whether it includes a welding ring. The investigated products in this case do not include formation steel anchor bolts containing solid center steel bars and locking systems, commonly referred to as mechanical point anchor bolts or mechanical locks. The Australian customs codes for the products involved are 7304.51.00.30, 7308.40.00.05, 7318.15.00.56, 7318.15.00.65, 7318.24.00.22, 7318.19.00.03, and 7318.19.00.19. The dumping investigation period for this case is from October 1, 2023 to September 30, 2024, and the injury investigation period starts from October 1, 2020. The Australian Anti Dumping Commission is expected to complete the basic factual report of this investigation no later than April 8, 2025, and submit the final ruling P420NL2 steel report to the Australian Minister of Industry and Science no later than May 23, 2025.
