Brazil initiates anti-dumping investigation on color coated panels imported from China and India

On September 19, 2024, the Acting Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services issued Announcement No. 48, stating that an anti-dumping investigation has been initiated against color coated steel imported from China S355J0 steel and India, in response to an application submitted by the local steel production enterprise Companhia Sider ú rgica Nacional (CSN). The investigation period of this case is from April 2023 to March 2024, and the damage investigation period is from April 2019 to March 2024. The product involved is a flat rolled carbon steel product, with each layer painted on one or both sides, equal or unequal on each side, with or without a coating on the low-carbon steel substrate, or coated with plastic; Roll or sheet, with or without protective or decorative film, commonly known as color coated board in the market. The tax numbers of the products involved in the case in Nanjing are 7210.70.10, 7210.70.20, 7212.40.10, 7212.40.21, and 7212.40.29. The announcement shall come into effect from the date of publication.

According to data from Steel Union, China's steel exports to Brazil in 2023 amounted to 2.7719 million tons, including 172100 tons of coated steel, 40385 tons of galvanized steel, 246600 tons of seamless pipes, and 420290 tons of cold-rolled steel.

From January to July 2024, China's steel exports to Brazil S355J0 steel amounted to 2.11136 million tons, a year-on-year increase of 41.93%. Among them, 174430 tons of coated plates were exported, a year-on-year increase of 98%; 35674 tons of galvanized sheet, a year-on-year increase of 70%; 25570 tons of seamless pipes, a year-on-year increase of 85%; Cold rolling reached 268630 tons, a year-on-year increase of 19.1%.
