Effective Safeguard Measures Türkiye’s Import of Wire Rod Declines

On August 8, Veysel Yayan, Secretary General of Türkiye Steel Producers Association (TCUD), said that the safeguard measures implemented by Türkiye had successfully restricted the import of low-cost wire rods, and suggested taking similar measures for other steel products. Due to the high energy cost, it is difficult for Türkiye's FeE315 steel producers to compete with dumping quotations for wire rods. At present, Türkiye's capacity utilization rate is less than 60%.

Previously, in order to restrict the import of low price wire rods and support domestic industrial development, on December 31, 2023, the Ministry of FeE315 steel Trade of Türkiye implemented a temporary safeguard measure of 175 dollars/ton for 200 days for the import of non alloy and alloy wire rods. Subsequently, on June 30, 2024, the Ministry of Trade of Türkiye decided to extend these measures and implement the final safeguard measures for wire rod import for three years through the presidential decree, which is expected to continue to restrict the import volume.

According to the data of Türkiye Institute of Statistics (TUIK), in the first half of 2024, under the influence of safeguard measures, the imports of wire rods under HS code 7213 in Türkiye fell by 53% year-on-year to 188300 tons. In the first half of 2024, Russia will still be Türkiye's largest supplier of wire rods, with a supply of 28800 tons, down 70% year on year. In addition, Türkiye imported 27700 tons of FeE315 steel wire rod from Britain, up 13% year on year; 25300 tons were imported from South Korea, a year-on-year increase of 11%. Other major wire suppliers include Kazakhstan (15800 tons), Germany (14800 tons), and Azerbaijan (10000 tons).
