Eurasian Economic Union Announces Final Anti dumping Review of Cold Rolled Seamless Stainless Steel Pipe Related to China

On November 16, 2023, the Internal Market Protection Department of the Eurasian Economic Commission released the final disclosure of the second sunset review on anti-dumping of cold-rolled seamless stainless steel pipes from China and Malaysia (see Announcement No.

2023/383/AD11R4), recommending the continued imposition of anti-dumping duties on the products involved in China and Malaysia for a period of five years; At the same time, the Internal Market Protection Department of the Eurasian Economic Commission released the final disclosure of the review during the anti-dumping period of Chinese HCT690T+ZF steel products involved (see Announcement No. 2023/381/AD11R3), ruling that the dumping margin of the products involved was 29.39%, and proposing to adjust the current anti-dumping duty. The product in question is a hollow cold-rolled seamless stainless HCT690T+ZF steel pipe with a circular cross-section (excluding cast iron), involving products under the Eurasian Economic Union tax codes 730441005 and 730441008.
Stakeholders should submit their case comments before November 30, 2023.

On November 25, 2011, the Eurasian Economic Commission launched an anti-dumping investigation into cold-rolled seamless stainless steel pipe products originating from China. On April 12, 2013, the Eurasian Economic Commission officially imposed an anti-dumping duty of 19.15% on Chinese products involved in the case, which is valid until May 15, 2018. The tax number of the products involved is 7304410009. On October 2, 2015, the tax numbers of the products involved in the case were changed to 730441005 and 730441008. On April 21, 2017, the Eurasian Economic Commission launched an anti circumvention investigation into the case, examining whether products originating in China were re exported into the Eurasian Economic Union through Malaysia to evade anti-dumping duties. On December 13, 2017, the Eurasian Economic Commission made a final anti circumvention ruling on the case, imposing an anti-dumping duty of 19.15% on cold rolled seamless stainless HCT690T+ZF steel pipes imported from Malaysia. Subsequently, the Eurasian Economic Union conducted a sunset review investigation into the case and extended the validity of anti-dumping duties for five years on December 11, 2018, until December 10, 2023. On March 3, 2023, the Eurasian Economic Commission initiated a review and investigation of the case to examine whether it was necessary to adjust the current anti-dumping duties. On March 6, 2023, the Eurasian Economic Commission launched its second sunset review investigation into the case. On September 26, 2023, the Eurasian Economic Commission extended the validity period of the current anti-dumping duties on the products involved in China and Malaysia until March 5, 2024 (inclusive).
