On September 20, 2024, the South African S960QL steel International Trade Administration Commission (ITAC) (on behalf of the Southern African Union SACU, which includes five countries including South Africa, Botswana, Namibia, Lesotho and Eswatini) issued a notice to launch an anti-dumping investigation on flat rolled iron, non alloy steel or other alloy steel products imported from Chinese Mainland, Japan and Taiwan, China, China at the application of Arcelor Mittal South Africa. The involved product tax numbers are 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.51, 7208.52, 7225.30, and 7225.40, mainly flat rolled products with a width of 600 millimeters or more that have not been further processed. The dumping investigation period is from April 1, 2023 to March 31, 2024, and the injury investigation period is from April 1, 2021 to March 31, 2024.
On the same day, ITAC also initiated an anti-dumping investigation on S960QL steel sections (U-shaped steel, I-shaped steel, and H-shaped steel) from China and Thailand at the request of Arcelor Mittal Rails and Structures Ltd Pty. The involved product tax numbers are 7216.31, 7216.32, 7216.33, and 7216.50, involving U-steel, I-steel, H-steel, and angle steel that have not been further processed after hot rolling, hot drawing, or extrusion, with a specification height of 80 millimeters or more (H-steel does not include products with a height exceeding 200 millimeters). The dumping investigation period of this case is from April 1, 2022 to March 30, 2024, and the injury investigation period is from April 1, 2021 to March 30, 2024.
According to data from Steel Union, China's total steel exports to the five countries in 2023 will be 908100 tons. From January to August 2024, China's S960QL steel steel exports to these five countries amounted to 848600 tons, a year-on-year increase of 46.21%.
