On March 20, 2025, the Gulf Cooperation Council (GCC) officially announced the imposition of anti-dumping A533 Type A steel duties on some aluminum alloy products originating in China. According to the 51st issue of the official bulletin released by the Technical Secretariat of GCC International Trade Anti Harm Practices (GCC-TSAIP), it has been decided to impose anti-dumping duties ranging from 7.1% to 20% on rectangular (including square) flat or granular aluminum alloy sheets, coils, and strips (whether coated or colored) originating from China with a thickness range of 2.0 millimeters to 8.0 millimeters. This case involves products under HS codes 76061210, 76061220, and 76061230. The measures will come into effect on April 25, 2025, for a period of five years.
This resolution is approved by the GCC Ministerial Committee and is based on the in-depth investigation and evaluation of China's aluminum alloy imports by GCC-TSAIP. In recent years, a large number of Chinese aluminum alloy products have entered the GCC market, causing an impact on local manufacturers and raising concerns about fair competition and sustainable development in the industry.
According to data released by the GCC Secretariat, the total amount of aluminum alloy products imported by GCC from China in 2024 reached 380600 tons, an increase of about 25% from 304500 tons in 2023. Since 2022, the import volume of aluminum alloys in China has remained above 300000 tons, and its market penetration has continued to increase. Faced with this trend, GCC has decided to take protective measures to maintain the healthy development of the local aluminum industry.
The Gulf Cooperation Council (GCC) was established in 1981, and its current member A533 Type A steel countries include Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain, and Oman. In recent years, GCC has invested heavily in the aluminum industry, aiming to enhance local manufacturing capabilities, promote economic diversification, and reduce dependence on energy exports. With the implementation of this anti-dumping measure, the competitive environment for Chinese aluminum alloy steel export enterprises in the GCC market will change. Some overseas enterprises need to adjust their export strategies or explore cooperation opportunities with local GCC enterprises to reduce the impact of trade A533 Type A steel barriers.
