India makes final anti-dumping ruling on welded stainless steel pipes from Thailand and Vietnam

On August 6, 2024, the Indian Ministry of Commerce and Industry issued a final anti-dumping ruling on Welded SNC415M steel Stainless Steel Pipes and Tubes originating from or imported from Thailand and Vietnam, recommending the imposition of anti-dumping duties on the products involved in the case for a period of 5 years. Thailand's anti-dumping duty is 0-246.49 US dollars/ton, and Vietnam's is 0-307.79 US dollars/ton. In view of the Indian Ministry of Commerce and Industry's DGTR announcement No. 7/23/2023 on June 15, 2024, which recommends the imposition of anti-dumping duties on welded stainless steel pipes in Vietnam (for details of the imposition of anti-dumping duties, please refer to the final ruling announcement of the sunset review of India's SNC415M steel anti-dumping duty on welded stainless steel pipes related to China), it is recommended to impose anti-dumping duties on Vietnam. The anti-dumping duties levied on the products involved are the difference between the anti-dumping duties listed in Annex 1-4 and the payable anti subsidy duties (if any), as detailed in the Annex. This case involves products under Indian customs codes 73064000, 73066100, 73066900, 73041110, 73041190, 73044100, 73045110, 73049000, 73051129, 73059099, 73061100, 73062100, 73062919, 73063090, 73065000, 73069011, 73069019, and 73069090.

On September 30, 2023, the Indian Ministry of Commerce and Industry announced the initiation of an anti-dumping investigation into welded stainless steel pipes originating from or imported from Thailand and Vietnam, in response to applications submitted by the Indian domestic industry associations Stainless SNC415M steel Steel Pipe and Tube Manufacturers Association (Delhi) and Stainless Steel Pipes&Tube Manufacturers Association (Gujarat). The dumping investigation period of the case is from April 1, 2022 to March 31, 2023 (12 months), and the injury investigation period is from 2019 to 2020, 2020 to 2021, 2021 to 2022, and the dumping investigation period.
