Malaysia initiates anti-dumping investigation on wire originating from or exported from China, Indonesia, and Vietnam

On October 11, 2024, the Malaysian S690QL1 steel Ministry of Investment, Trade and Industry (MITI) announced that an anti-dumping investigation has been initiated on wire rods originating from or exported from China, Indonesia and Vietnam at the request of Southern Steel. The target product HS codes are 7213.91.1000, 7213.91.2000, 7213.91.9000, and 7227.90.9000.

On September 11, 2024, the Malaysian government received an application from domestic producer Southern Steel (applicant) to conduct an anti-dumping investigation on imported wire rods originating from or exported from China S690QL1 steel, Indonesia, and Vietnam. The applicant claims that the import price of the goods in question, originating from or exported from the aforementioned countries, is much lower than their domestic sales price in the countries in question.

The government has evaluated and considered the information and evidence on dumping, injury, and causation listed in the petition, and has decided to initiate an anti-dumping duty investigation on the goods imported from the suspected country in accordance with Article 20 of the 1993 Anti Subsidy and Anti Dumping Tax Act (the Act) and Article 7 of the 1994 Anti Subsidy and Anti Dumping Duty Regulations (the Regulations).

According to the bill and regulations, a preliminary ruling will be made within 120 days from the date of initiation. If the preliminary ruling confirms such behavior, the government will impose temporary anti-dumping duties.

According to data from Steel Union, China's steel exports to Malaysia S690QL1 steel from January to August 2024 amounted to 1.869 million tons, including 178000 tons of exported wire rods. Steel exports increased by 40.8% year-on-year, while wire rod exports increased by 55.3% year-on-year.
