On February 5, 2025, the Malaysian SL3N255 steel Ministry of Investment, Trade and Industry issued a final ruling on anti-dumping administrative review of Stranded Steel Wires for Prestressing Concrete originating from or imported from China, ruling that the tax rates for Chinese manufacturers/exporters involved, Silvery Dragon Prestressing Materials Co., Ltd. Tianjin and Tianjin Dalu Steel Strand For Prestressing Co., Ltd., were 9.07% and 3.12%, respectively, and 21.72% for other manufacturers/exporters. This measure will take effect from February 5, 2025 and expire on December 24, 2026. The Malaysian Harmonized Tariff Number and ASEAN Harmonized Tariff Number (AHTN) of the products involved are 7312.10.9100.
On March 31, 2021, Malaysia SL3N255 steel initiated an anti-dumping investigation into prestressed concrete steel strands originating from or imported from China. On August 27, 2021, Malaysia made a preliminary anti-dumping ruling on the case, imposing temporary anti-dumping duties on Chinese products based on the CIF price. The tax rate for the involved manufacturer/exporter, Tianjin Yinlong Prestressed Materials Co., Ltd., was 4.46%, Tianjin Dalu Steel Strand Co., Ltd. was 9.41%, and other manufacturers/exporters was 21.72%. On December 23, 2021, Malaysia made a positive final ruling on the anti-dumping case and decided to impose anti-dumping duties on Chinese products based on the landed price. The tax rate for the involved producer/exporter, Tianjin Yinlong Prestressed Materials Co., Ltd., was 9.47%, Tianjin Dalu Steel Strand Co., Ltd. was 2.09%, and other producers/exporters was 21.72%. The effective period of this measure is 5 years, starting from December 25, 2021 and ending on December 24, 2026.
On August 8, 2024, the Malaysian Ministry of Investment, Trade and Industry issued a notice stating that the domestic production enterprise Southern PC Steel Sdn. Bhd On July 9, 2024, an application was submitted to initiate an anti-dumping administrative review investigation on prestressed concrete steel strands originating from or imported from China SL3N255 steel, to examine whether the dumping margins of the Chinese manufacturers/exporters involved, Tianjin Yinlong Prestressed Materials Co., Ltd. and Tianjin Dalu Steel Strand Co., Ltd., have changed.
