Mexico imposes anti-dumping measures on Chinese welded steel chains, sunset review during merger period, final ruling

On September 5, 2024, Mexico SG295 Grade B steel made the final ruling of the fourth sunset review of anti-dumping on welded steel chains (Spanish: cadena de acero de eslabones soldados) originating in China, and also made the final ruling of anti-dumping review during the anti-dumping period. It was decided to continue to impose anti-dumping duties on the products involved, and adjust the current anti-dumping measures from an ad valorem duty of $0.50/kg to an ad valorem duty of 28.06%. The measures will take effect from July 18, 2023, and are valid for five years. The TIGIE tax number of the product involved is 7315.82.91.

On April 29, 2002, Mexico initiated an anti-dumping investigation into China's welded steel chains (tax code 7315.82.02). On July 17, 2003, Mexico SG295 Grade B steel made a positive final ruling on the case and began imposing an anti-dumping duty of $0.72/kg on the products involved. On July 10, 2008, Mexico conducted its first sunset review investigation into the case. On January 5, 2010, Mexico made its first sunset review final ruling on the case, adjusting the anti-dumping duty from $0.72/kg to $0.50/kg. Afterwards, Mexico conducted two sunset reviews, making affirmative final rulings on July 21, 2014 and July 17, 2019, respectively, and extending the tax period. On July 14, 2023, Mexico initiated its fourth sunset review investigation into the case, while the Ministry of Economy decided to independently initiate an interim review investigation. On March 21, 2024, the Mexican Ministry of Economy issued a notice, making a preliminary ruling on the anti-dumping review of welded steel chains originating in China, and maintaining the current SG295 Grade B steel anti-dumping duty of $0.50 per kilogram unchanged.
