Preliminary determination of safeguard measures for imported liquefied petroleum gas cylinders by the Philippines

On December 14, 2023, the WTO Safeguards Committee issued a safeguard measures notification submitted to it by the Philippine delegation. On November 29, 2023, the Philippine Ministry of Trade and Industry issued a preliminary ruling on the safeguard measures for imported Liquefied Petroleum Gas (LPG) cylinders SGCD3 steel, recommending the implementation of temporary safeguard measures in the form of cash deposits for the products involved, with an amount of 2.18 Philippine pesos/kg and a validity period of 200 days. This measure will take effect from the date of the issuance of the Customs Memorandum of Understanding (CMO) by the Philippine Customs Bureau. The ASEAN tax number (AHTN2017) of the involved product is 73.11. The temporary safeguard measures in this case are not applicable to Hong Kong Special Administrative Region of China, Macao Special Administrative Region of China and Taiwan, China region of China SGCD3 steel.

On April 4, 2023, the Philippine Ministry of Trade and Industry announced that it would initiate a safeguard investigation against imported liquefied petroleum gas cylinders in response to an application submitted by Ferro Tech Steel Corporation, a domestic enterprise in the Philippines. The investigation period of this case is from 2017 to 2021 SGCD3 steel.
