South Korea imposes temporary anti-dumping duties on hot-rolled stainless steel plates from China

On March 25, 2025, the South Korean SA517 Grade E steel Ministry of Planning and Finance issued Announcement No. 2025-10, deciding to impose temporary anti-dumping duties on hot-rolled stainless steel plates originating in China with a thickness of not less than 4.75 millimeters and a width of not less than 600 millimeters for a period of four months, as follows: Schuang International Development Ltd STX Japan Corporation、Best Win International Co., Ltd.、Jiangsu Daekyung Stainless Steel Co., Ltd.( The tax rate for Jiangsu Dageng Stainless Steel Co., Ltd., its affiliated enterprises and exporters SA517 Grade E steel, as well as other Chinese producers/exporters, is 21.62%. This case involves products under Korean tax codes 7219.21.1010, 7219.21.1090, 7219.21.9000, 7219.22.1010, 7219.22.1090, and 7219.22.9000, but does not include the following: 1. Hot rolled coils; 2. Blackboard material produced by hot-rolled stainless steel slab; 3. Products with a thickness not exceeding 8 millimeters and a width less than 2000 millimeters, under tax codes 7219.22.1010, 7219.22.1090, and 7219.22.9000. The measures will come into effect on March 25, 2025 and will be valid until July 24, 2025.

On September 6, 2024, South Korea initiated an anti-dumping investigation into hot-rolled stainless steel plates originating from China. On January 16, 2025, the Korea Trade Commission made a positive preliminary ruling on the case and recommended that the South Korean Ministry of Planning SA517 Grade E steel and Finance impose a temporary anti-dumping duty of 21.62% on the products involved.
