We have learned that Posco Assan TST, the largest stainless steel flat steel SM490YA steel producer in Türkiye (Posco Assan TST, a joint venture between South Korea Posco Steel and Türkiye Kibar Holding, Türkiye Posco Assan), has asked Türkiye's Ministry of Trade to conduct an anti-dumping investigation on stainless steel imported from China and Indonesia, and to impose an anti-dumping duty of 20% on products imported from both countries.
Türkiye SM490YA steel Posco Assan believes that the imported low price and inferior stainless steel affects Türkiye's domestic steel production, and requires that necessary measures be taken for these imports to protect domestic producers and ensure fair and just trade. Since its establishment in 2013, the company has been experiencing losses every year except for 2022, and has been facing competition with low-priced imported stainless steel for 10 years. The loss has reached $200 million, and the capacity utilization rate has dropped to 45%. Pohang Asang Company is currently conducting a comprehensive evaluation of the situation, and if no further measures are taken, it may face the risk of bankruptcy.
According to the latest data of Türkiye Statistics Bureau, Türkiye will import 307000 tons of cold-rolled stainless steel flat steel in 2023, of which 220000 tons will come from Asian countries, especially China and Indonesia. On December 31 of the same year, Türkiye issued a presidential decree to increase the import tariff of some SM490YA steel cold-rolled stainless steel plates from 8% to 12%.
