According to the announcement A537 Class 3 steel issued by Türkiye's Official Gazette on March 27, the Ministry of Trade of Türkiye has completed the anti-dumping investigation on some hot-rolled steel plate products originating in South Korea, and preliminarily determined that the relevant products were dumping, which caused substantial damage to the relevant industries in the country.
The time range covered by this survey is from January 1, 2023 to December 31, 2023. The survey results show that some hot-rolled steel plate products of South Korea were exported to the market of Türkiye at a level lower than the fair price during the period, which had an impact on local steel manufacturers. Data shows that between 2021 and 2023, South Korea's exports of hot-rolled steel plates to Türkiye increased by 62%, and its share in Türkiye's total imports of hot-rolled steel plates also increased from 19% to 23%.
According to the estimation of Türkiye, the dumping margin of each enterprise is calculated according to CIF A537 Class 3 steel price as follows:
POSCO: 4.37%
Hyundai Steel: 4.34%
Other Korean steel mills: 9.40%
The investigation report has been submitted for soliciting opinions from relevant stakeholders. After receiving feedback from all parties, the report will be submitted to the Board for Evaluation of Unfair Competition in Imports for the final decision on whether to impose anti-dumping duties and their specific magnitude.

If the investigation is finally carried out, it may have a substantial impact on the export of Korean hot-rolled steel A537 Class 3 steel plates in Türkiye. The industry expects that this move may also trigger subsequent adjustments in the export structure in the Middle East region.
