Thailand makes final ruling on second anti-dumping sunset review of boron hot-rolled steel from China

On November 7, 2024, the Anti Dumping and Anti Subsidy Subcommittee of Thailand S355J2W steel issued a notice regarding boron added hot-rolled steel originating from China (Thai: เหล็กแภนีดร้อนนเจือโรอนนิด). เ็นมๅนและไม๊็นมๅน, referring to the English: Flat Hot Rolled Steel added Born in Coils and not in Coils) has made the final ruling of the second anti-dumping sunset review, deciding to continue to impose anti-dumping duties S355J2W steel on the products involved in China based on the landed price (CIF). The involved enterprise Wuhan Iron&Steel Co., Ltd. The anti-dumping duty for Rizhao Steel Wire Co., Ltd. is 14.28%, while the anti-dumping duty for Rizhao Steel Wire Co., Ltd. and other Chinese producers/exporters is 19.47%.

This measure is valid for 5 years, from November 8, 2024 to November 7, 2029. The products involved are hot-rolled steel with a boron content of 0.0008% or more, a thickness between 0.9 millimeters and 50.0 millimeters, and a width between 100 millimeters and 3048 millimeters. They involve products under Thai customs codes 7225.30.90.022, 7225.30.90.023, 7225.30.90.024, 7225.30.90.032, 7225.30.90.090, 7225.40.90.024, 7225.40.90.090, 7226.91.10.022, 7226.91.10.023, 7226.91.10.024, 7226.91.10.032, 7226.91.10.090, 7226.91.90.022, 7226.91.90.023, 7226.91.90.024, 7226.91.90.032, and 7226.91.90.090. The announcement shall take effect from the day after its publication.

On July 8, 2011, Thailand initiated an anti-dumping investigation into boron added hot-rolled steel originating from China. On December 26, 2012, Thailand made a positive final ruling on the anti-dumping case and decided to impose anti-dumping duties of CIF14.28% to 19.47% on the products involved in the case against China.

On December 13, 2017, Thailand initiated its first sunset review investigation into the case. On December 13, 2018, Thailand made its first sunset review positive final ruling on the case, deciding to continue imposing S355J2W steel anti-dumping duties on the products involved in the case and maintain the original trial tax rate unchanged. On December 6, 2023, the Department of Foreign Trade of the Ministry of Commerce of Thailand announced the launch of the second anti-dumping sunset review investigation on boron added hot-rolled steel originating in China.
