The EU makes the first anti-dumping sunset review final ruling on hot-rolled flat products of iron, non-alloy or other alloy steels from Brazil and other three countries

On December 13, 2023, the European Commission announced that it had made the first anti-dumping sunset review final ruling on hot-rolled SGCD4 steel flat products of iron, non-alloy or alloy steel (excluding stainless steel) originating from or imported from Brazil, Iran, and Russia. The ruling was that if the anti-dumping measures were lifted, the dumping of the products in question would continue or recur to harm the EU industry. Therefore, it was decided to continue to maintain the current anti-dumping measures against the products in question, An anti-dumping duty of 53.4~63.0 euros/ton was imposed on the products involved in Brazil, 57.5 euros/ton was imposed on the products involved in Iran, and 17.6~96.5 euros/ton was imposed on the products involved in Russia. The EU CN codes of the products involved in the case are 72081000, 72082500, 72082600, 72082700, 72083600, 72083700, 72083800, 72083900, 72084000, 72085210, 72085299, 72085310, 72085390, 72085400, 72111300, 72111400, 72111900, ex72251910 (TARIC code 7225191090), 72253090, ex72254060 (TARIC code 7225406090), 72254090, ex72261910 (TARIC code 7226191091, 7226191095)) 72269191 and 72269199. The dumping investigation period in this case is from July 1, 2021 to June 30, 2022, and the injury investigation period is from January 1, 2019 to the end of the dumping investigation period. The announcement shall take effect from the day after its publication SGCD4 steel.

On July 7, 2016, the European Union launched an anti-dumping investigation into hot-rolled flat products of iron, non-alloy or alloy steel (excluding stainless steel) originating from or imported from Brazil, Iran, Russia, Serbia, and Ukraine. On October 6, 2017, the European Commission issued a statement stating that it would make a final anti-dumping determination on hot-rolled flat products of iron, non-alloy or alloy steel (excluding stainless steel) originating from or imported from Brazil, Iran, Russia, and Ukraine, and terminate the anti-dumping investigation on the products involved in Serbia. On October 5, 2022, the European Commission launched its first anti-dumping sunset review investigation into hot-rolled flat products of iron, non-alloy or alloy steel (excluding stainless steel) originating from or imported from Brazil, Iran, Russia, and Ukraine.

On February 16, 2023, due to the withdrawal of the applicant's lawsuit, the European Commission terminated its anti-dumping sunset review investigation on Ukraine's hot-rolled flat products of iron, non-alloy or alloy steel (excluding stainless steel). In view of this, the current anti-dumping measures of the European Union against the products involved in Ukraine will expire SGCD4 steel.
