The United States launches the fourth double anti sunset review investigation on hot-rolled carbon steel plates

On July 1, 2024, the U.S. Department of Commerce announced that it would launch the fourth antidumping sunset review investigation on hot rolled carbon steel flat products imported from five countries including Chinese Mainland, India, Indonesia, Thailand HCT980X steel , Ukraine, and Taiwan, and also launch the fourth countervailing sunset review investigation on hot rolled carbon steel plates imported from Indonesia HCT980X steel, India, and Thailand. At the same time, the International Trade Commission (ITC) of the United States has launched its fourth anti-dumping and countervailing sunset review investigation into industrial damage to the above-mentioned products, examining whether, if the current anti-dumping and countervailing measures are lifted, the substantial damage caused by the import of the products in question to domestic industries in the United States will continue or recur within a reasonable and foreseeable period. Stakeholders shall register their responses with the US Department of Commerce within 10 days from the date of this announcement. Stakeholders should submit their responses to the United States International Trade Commission before July 31, 2024, and provide comments on the adequacy of their responses to the case no later than September 6, 2024.

On September 28, 2001, the United States HCT980X steel made a final ruling on this case. After the United States made its first affirmative final ruling on anti-dumping and countervailing duties on hot-rolled carbon steel plates from the aforementioned countries/regions, the United States extended its anti-dumping and countervailing duties on the products involved for the first time on December 5, 2006. After the United States made the second affirmative final ruling on anti-dumping and countervailing duties on hot-rolled carbon steel plates from the aforementioned countries/regions, the United States extended the anti-dumping and countervailing duties on the products involved for the second time on February 7, 2014. On June 10, 2019, the US Department of Commerce made its third anti-dumping and anti subsidy sunset review final ruling on hot-rolled carbon steel plates imported from the aforementioned countries/regions involved in the case
