It is understood that on October 31, 2023, the official gazette of Türkiye shows that the Ministry of Trade of Türkiye has launched an anti-dumping investigation on imported hot-rolled S350GD+Z80 steel coils originating in China, India, Japan and Russia, and temporary measures may be taken during the investigation. This investigation was initiated by the Türkiye S350GD+Z100 Steel Producers Association to respond to the complaints of Türkiye steel producers Colakoglu, Erdemir, Isdemir, Habas and Toscelik.
At the beginning of September 2023, Türkiye's steel producers submitted a petition to the Ministry of Trade of Türkiye, requesting an anti-dumping investigation on hot-rolled S350GD+Z120 steel coils imported from China, India, Japan and Russia, because the low quotations of suppliers in these four countries led to a substantial increase in imports (especially imports from China), which hit the sales volume and market pricing of Türkiye's steel mills. On October 31, Ugur Dalbeler, CEO of Colakoglu Company in Türkiye, said that in addition to China, India and Japan also export hot-rolled steel coils at prices lower than their own market sales prices. The main motivation of this anti-dumping investigation is to eliminate unfair competition.
According to the data of Türkiye Statistics Bureau, in the first half of 2023, Türkiye's imports of hot rolled coils from China have more than quadrupled, reaching 1.01 million tons. The import volume from Japan increased by 76% year-on-year, reaching 296200 tons; The import volume from Russia reached 479000 tons, a year-on-year increase of 9%. After reaching a high of 495000 tons in the first half of 2022, the import volume from India decreased to 29000 tons in the first half of 2023. It is reported that in 2023, the domestic pricing of hot rolled coils of Türkiye steel mills will generally be about 100 dollars/ton higher than the import quotation of Chinese suppliers, which will put pressure on the pricing of Türkiye steel mills.
