Last week, the hot-rolled 16Mo3 steel coil market in Vietnam remained calm with relatively low purchasing interest. The cautious sentiment in the market mainly stems from the upcoming announcement of the final results regarding the imposition of anti-dumping duties on hot-rolled coils from China. The industry generally expects that the relevant investigation results may be announced by the end of this year or early 2025, and there is a possibility of retroactive implementation of anti-dumping duties.
Prior to the pending anti-dumping duty investigation, Vietnamese buyers have been increasing their stocking efforts. Normally, Vietnamese buyers import 1.5-2 months of hot-rolled coil inventory based on market demand, but in the past two months, many buyers have extended their procurement cycle to 3-4 months. A trader from Hanoi revealed that buyers in the Vietnamese market are generally concerned about the implementation of anti-dumping duties and are replenishing their inventory in advance to ensure sufficient supply in the coming months.
Despite the cautious market sentiment, there are still some wide hot-rolled coils from China 16Mo3 steel arriving in Vietnam one after another. Currently, service centers in Vietnam mainly purchase Chinese hot-rolled coils with a width of 2000 millimeters, with specifications limited to Q235 and Q345. In order to meet market demand, some service centers in Vietnam are investing in the construction of new facilities, including the installation of slitting machines from China, to further process these imported materials.
It is reported that the cutting cost in Vietnam is approximately 150-300 Vietnamese dong/kg (about 6-12 US dollars/ton). As of last Friday, the quoted price for 3-12mm Q235 2000mm width hot-rolled coils in China was approximately $500-504/ton CFR, while some buyers' bids have dropped to $495/ton CFR, slightly lower than the market price.
In terms of other imported hot-rolled coils, SAE 1006 hot-rolled coils with a thickness of 2mm or more from China are priced at 510 USD/ton CFR Vietnam, while SAE 1006 hot-rolled coils from China are priced at 500-505 USD/ton CFR in the spot shipment range, with a shipping date of December. The quotation of SAE 1006 hot rolled coil from Japan and South Korea is generally high, about 530-540 dollars/ton CFR Vietnam 16Mo3 steel, and the quotation of Taiwan, China is also about 540 dollars/ton CFR.
