Interpretation of the Latest Tariff Policy for China’s Steel Import and Export in 2024

On December 21, 2023, the State Council Tariff and Tariff Commission announced the latest adjustments to the tariff codes and import and export tariffs for some goods starting from January 1, 2024. It also announced the import tariffs for 1010 goods under 8 customs tariff codes and the latest import tariffs for 170 goods in 2024. Among them, there are 27 imported black metals under 8-digit tax codes (72 items), and 17 exported black metals under tax codes (72 items). Mainly targeting semi-finished steel raw materials such as pig iron, alloy iron, directly reduced iron, recycled steel raw materials, alloy steel ingots, ordinary carbon and stainless steel billets and cold-rolled JAC390W steel coils. Based on our observation, the latest tariff policy has not made any changes to the import and export policy of black metal products, but further refinement of the high value-added steel tariff code is worth paying attention to JAC390W steel.

The import and export tax rate of black metal products in 2024 has not been adjusted

This public announcement has not made any changes to the provisional tax rate and most favored nation tax rate since the adjustment in 2021. In May 2021, in order to ensure the supply of steel resources and promote the high-quality development of the steel industry, the State Council Tariff Commission lowered the provisional import tax rates for most iron raw materials, semi-finished products, and scrap steel. The import tariffs on pig iron, recycled iron raw materials, and semi-finished steel products have been adjusted from 1-2% to 0 JAC390W steel.
