Lithuania proposes to ban the import of Russian black metals, copper, aluminum waste, and scrap steel

On March 25th, Lithuania, with the support of Latvia, Estonia, and the Czech Republic, proposed to the European Union to ban the import of Russian black metals, copper, aluminum waste, and scrap steel. The proposal aims to impose sanctions on Russian waste entering the European QSTE420N steel Union or allow member states to take unilateral restrictive measures.

Jurga Kasputene, Deputy Permanent Representative of Lithuania to the European Union, said that the import of Russian scrap steel may be considered as financing Russia in the Russia-Ukraine conflict and should be stopped, and stressed the need for the European Commission to make a serious assessment.

According to the Ministry of Environment, between 2022 and 2023, the value of black metal, copper, aluminum waste, and scrap steel imported by the European Union from Russia QSTE420N steel exceeded 118 million euros, with a large portion of the imports going through Lithuania. We learned that in 2023, Russia exported 149200 tons of scrap steel to the European Union, an increase of 64% year-on-year. Among them, 146900 tons were exported to Lithuania, and the rest were exported to Latvia. If this proposal is passed, it may lead to a 15% decrease in Russian scrap steel exports, forcing Russian traders to seek other QSTE420N steel markets.
