On June 24, the European Union published amendments to its steel safeguard measures in the Official Journal, with the changes set to take effect on July 1. The revised framework establishes annual quota volumes for various product categories. In addition to reducing the overall quota volume, the EU will restrict the use of remaining quotas in the "other countries" category and tighten the management of country-specific quotas. The rollover mechanism—which allows unused quotas to be carried over to the next quarter—will also be restricted to prevent certain exporting countries from concentrating their quota usage. While demand in the EU steel market remains weak, concerns have intensified regarding an influx of non-EU steel following the imposition of US tariffs.
