Data from industry media and relevant organizations indicate that since the U.S. raised tariffs on steel imports to 50%, the European Union's steel exports to the U.S. have declined significantly, placing the European steel industry under increased pressure. EUROFER noted that the U.S. not only imposed a 50% tariff on steel and aluminum but also extended the levies to certain steel-containing goods—known as steel derivative products—including home appliances, motorcycles, refrigerators, lawn care machinery, and railway components. This has further undermined the competitiveness of European steel products and downstream manufactured goods in the U.S. market.
Data shows that EU steel exports to the United States have been declining for several consecutive years. In 2025, the EU exported 3.4 million tons of steel to the U.S., down from 4.1 million tons in 2024 and 4.7 million tons in 2017. At the same time, the EU is strengthening its own trade protection measures. The European Parliament has approved a new steel trade defense mechanism set to take effect on July 1, 2026. This measure will cut the duty-free import quota by 47%—bringing it down to 18.3 million tons—and raise the tariff on imports exceeding the quota from 25% to 50%, in response to global steel oversupply and import pressures.
Axel Eggert, Director General of the European Steel Association (EUROFER), stated that the United States should honor the commitments made in its previous trade agreement with the European Union by facilitating duty-free quota arrangements for steel and aluminum products and jointly addressing the issue of global steel overcapacity. He warned that if the U.S. maintains high tariffs on steel and steel-derived products, the EU might re-evaluate certain trade concessions.
Currently, U.S. steel tariff policies have become a significant factor influencing global steel trade flows.
