Data from the European Steel Association (EUROFER) shows that EU steel imports (including semi-finished products) are projected to increase by 14% year-on-year in 2025, with finished steel imports increasing by 9%, primarily driven by increased imports of flat products (+7%) and long products (+17%).

Fourth-quarter imports saw a significant surge: total imports jumped 53% year-on-year, with finished steel imports increasing by 35%, including flat products (+39%) and long products (+23%). JFS A3041 JNC390W Automotive steel strip, The association believes this is mainly due to the impact of US tariff policies and global trade uncertainties, which have put pressure on EU exports and led to increased import repatriation.

Looking at the quarterly figures, imports in the third quarter of 2025 increased by 10% year-on-year, reversing the 3.2% decline in the previous quarter; the proportion of imports to apparent consumption rose to 29% (25% in the second quarter and 27% for the whole of 2024), a record high. The EU's apparent steel consumption in 2025 is approximately 132 million tons, a slight increase year-on-year (129 million tons in 2024).

Among the major import source regions, Turkey accounted for the highest proportion (16.5%, 404,000 tons), followed by South Korea (11.4%), Indonesia (9%), China (8.7%), India (8%), and Ukraine (7%). On the trade front, the EU's steel trade deficit widened further, averaging approximately 2 million tons per month in 2025, higher than the 1.4 million tons in 2024, indicating that high import levels continue to put pressure on the domestic market.

On the demand side, apparent consumption in the EU increased by 4.6% year-on-year in the third quarter of 2025, ending two consecutive quarters of decline; actual steel consumption also increased by 3.5% year-on-year, JFS A3041 JNC390W Automotive steel strip, with total consumption reaching approximately 32 million tons in the quarter, indicating a marginal improvement in demand.
