Eurasian Economic Commission releases final ruling on sunset review of anti-dumping measures against China’s seamless steel pipes

On April 17, 2025, the Internal Market Protection Department of the Eurasian Economic Commission released the final ruling disclosure of the first sunset review of the anti-dumping case of seamless steel pipes originating in A737 Grade C steel China (see Announcement No. 2025/434/AD27R1), ruling that if the current anti-dumping duties are cancelled, it will lead to the continued or recurrence of the dumping of the products involved and the industrial damage caused by such dumping. Therefore, it is recommended to continue to impose the 15.50% anti-dumping duty determined in Resolution No. 218 on the products involved, with a validity period of five years. The product involved is a seamless corrosion-resistant stainless steel pipe with an outer diameter not exceeding 650 millimeters (inclusive) and a circular cross-section. The tax numbers of the involved products in the Eurasian Economic Union are 7304491000, 7304499301, 7304499309, 7304499501, 7304499509, and 7304499900.

Stakeholders should submit their case review opinions before May 5, 2025 (inclusive).

On September 4, 2018, the Eurasian Economic Union initiated an anti-dumping investigation into seamless steel pipes originating from China A737 Grade C steel. On September 17, 2019, the Eurasian Economic Commission made a positive final ruling on the case, recommending the imposition of a 15.50% anti-dumping duty on the products involved. According to Resolution No. 218 of the Eurasian Economic Commission, the Eurasian Economic Union has imposed a 15.50% anti-dumping duty on Chinese seamless steel pipes from February 1, 2020, valid for five years until January 31, 2025. On September 25, 2024, the Eurasian Economic Commission initiated its first sunset review investigation into the case. On December 20, 2024, the A737 Grade C steel Eurasian Economic Commission extended the validity period of the current 15.50% anti-dumping duty until September 24, 2025 (see Resolution No. 145 of December 17, 2024).
