Indonesia initiates anti-dumping investigation into hot-rolled steel coils from Wuhan Iron and Steel Group

The Indonesian Anti-Dumping Commission (KADI) announced on September 1 that it has formally initiated an anti-dumping investigation into imported hot-rolled ferrous or non-alloy steel coils originating from Wuhan Iron and Steel Group Corporation (WISCO) in China.

KADI stated that this investigation was initiated in response to an application submitted by PT Krakatau POSCO on behalf of the domestic industry. L390 steel Following a preliminary review, the Commission determined that the evidence provided by the applicant was sufficient and accurate, that the investigated products were being dumped, and that this had caused injury to the Indonesian industry producing similar products, with a causal link between the dumping and the injury.

The investigation is expected to last 12 months, with a maximum extension of 18 months. The products involved cover multiple customs tariff codes, including 18 codes such as 7208.10.00, 7208.25.00, and 7208.26.00.

This is the latest in a series of trade remedy investigations recently initiated by Indonesia against imported steel sheets. It is worth noting that although Indonesia has ruled to continue imposing anti-dumping duties on hot-rolled coils from China, Belarus, India, Kazakhstan, Russia, Ukraine, and Thailand for another five years, effective January 15, 2025, WISCO remains the only Chinese mainland steel mill to receive an exemption.

However, market observers generally believe that even if anti-dumping duties are imposed on WISCO in the future, the actual impact will be relatively limited. Some Indonesian buyers have stated that even without current anti-dumping duties, L390 steel WISCO products remain uncompetitive due to their higher prices compared to local resources, and buyers with import quotas for hot-rolled coils have no intention of using them.

As Indonesia's domestic steel production capacity continues to increase, buyers are increasingly turning to domestic sourcing. Construction steel coils can now be entirely supplied domestically; only special grades and specifications of steel for automobiles still partially rely on imports.

According to data from the Indonesian Steel Industry Association, China is Indonesia's largest steel supplier. L390 steel In 2024, Indonesia imported approximately 14 million tons of steel, with imports from China accounting for about 36.6%.
