Japan’s Ministry of Economy, Trade and Industry (METI) has announced the formal initiation of an anti-dumping (AD) investigation—conducted jointly with the Ministry of Finance—into cold-rolled coils (CRC) and hot-rolled coils (HRC) originating from South Korea, S550GD+ZM Hot dip Zinc-magnesium alloy coating (ZM) steel , China, and Taiwan.
The investigation was launched in response to petitions filed by domestic steelmakers Nippon Steel Corporation, JFE Steel Corporation, Kobe Steel, Ltd., and Nakayama Steel Works, Ltd. S550GD+ZM Hot dip Zinc-magnesium alloy coating (ZM) steel , The petitioners allege that the products in question from South Korea, China, and Taiwan are entering the Japanese market at dumped prices, causing material injury to the domestic steel industry.
In accordance with investigation procedures, the Japanese government will assess whether the products in question are being dumped at prices below normal value and whether the relevant imports are causing material injury to the domestic industry; it will then decide whether to impose anti-dumping duties.
According to data released by METI, Japan's imports of cold-rolled coils rose from 830,800 tonnes in fiscal year 2021 to 874,400 tonnes in fiscal year 2023. Although import volumes fell back to 804,400 tonnes during the period from October 2024 to September 2025, the market share of imported products within total domestic demand continued to rise. The Japanese government stated that the anti-dumping investigation is expected to be completed within one year.
