Russian scrap steel export quota restrictions extended to the first half of 2024

The Russian government has extended the export quota for scrap steel outside the Eurasian Economic Union (EAEU) until the first half of 2024. From January 1 to June 30, 2024, approximately 600000 tons of scrap steel are available for export, with an export tariff of 5% but not less than 15 euros per ton S420GD+ZF steel. If the quota is exceeded, the tariff will remain at the barrier level of 290 euros per ton. The quota allocation rules will also remain unchanged: considering the foreign trade turnover in 2023 and the regional coefficient of Russian constituent entities, 80% of the quota will be automatically allocated to existing exporters, and the remaining 20% will be allocated to companies supplying scrap steel to key organizations in the system or Russian S420GD+ZF steel enterprises. In addition, a program is provided to reallocate unclaimed quotas for the first round.

Since 2022, Russia has been restricting the export of scrap steel with the aim of prioritizing the supply of strategic raw materials to domestic steel companies S420GD+ZF steel.
