Russian steel production continues to decline; weak demand prompts steel companies to initiate layoffs

According to data from Chermet Corporation, a ferrous metals industry information analysis company cited by Russian media, Russia's steel production fell 5.1% year-on-year to 61.5 million tons in the first 11 months of 2025. Steel pipe production saw the largest decline, falling 18.4% year-on-year to 9.4 million tons, with a nearly 30% year-on-year drop in November alone.

During the same period, iron ore production increased slightly by 1%, but coking coal production (on a dry basis) decreased by 7% year-on-year.

Previous analysis indicated that Russian steel demand would decline by approximately 15% in the first 10 months of 2025; demand further fell to 9.2 million tons in the third quarter, a new low since 2015-2016.
