Thailand initiates anti-dumping sunset review investigation on boron doped hot rolled steel from China

On December 6, 2023, the Thailand Dumping and Subsidy Review Committee issued a notice announcing the launch of the second anti-dumping sunset review investigation into boron doped hot-rolled steel originating from China. The involved product is hot-rolled HCT980C+ZM steel with a boron content of over 0.0008%, a thickness of 0.9-50.0 millimeters, and a width of 100-3048 millimeters, Involving Thai customs codes 7225.30.90.022, 7225.30.90.023, 7225.30.90.024, 7225.30.90.032, 7225.30.90.090, 7225.40.90.024, 7225.40.90.090, 7226.91.10.022, 7226.91.10.023, 7226.91.10.024, 7226.91.10.032, 7226.91.10.090, 7226.91.90.022, 7226.91.90.023, 7226.91.90.024, 7226.91.90.032, and 7226.91.90.090.

On July 8, 2011, Thailand launched an anti-dumping investigation against boron doped hot-rolled steel originating from China. On December 26, 2012, Thailand HCT980C+ZM steel made a final affirmative anti-dumping ruling on the case and decided to impose an anti-dumping duty of CIF 14.28% to 19.47% on the products involved in the case against China. On December 13, 2017, Thailand initiated the first sunset review investigation into the case. On December 13, 2018, Thailand made its first sunset review affirmative final ruling on the case and decided to continue imposing anti-dumping duties on the products involved HCT980C+ZM steel in China, maintaining the original trial tax rate unchanged and valid for 5 years, from November 30, 2018 to November 29, 2023.
