The United States has initiated a second sunset review investigation into anti-dumping and countervailing duties on non-oriented electrical steel

On December 1, 2025, the U.S. Department of Commerce issued a notice initiating a second sunset review investigation on antidumping duties on imports of non-oriented electrical steel from China, Germany, Japan, South Korea, 23R090 Grain oriented electrical steel, Sweden and Taiwan, and a second sunset review investigation on countervailing duties on imports of non-oriented electrical steel from China and Taiwan.

Meanwhile, the U.S. International Trade Commission (USITC) initiated a second sunset review of the antidumping duty on non-oriented electrical steel imported from China, Germany, Japan, South Korea, Sweden, and Taiwan, and a second sunset review of the countervailing duty on non-oriented electrical steel imported from China and Taiwan, to examine whether, within a reasonably foreseeable period, the importation of the products in question would continue or recur in causing material injury to the U.S. domestic industry if the existing antidumping and countervailing measures were removed.

Interested parties should register their response with the U.S. Department of Commerce within 10 days of the date of this announcement. Interested parties should submit their responses to the U.S. International Trade Commission by December 31, 2025, 23R090 Grain oriented electrical steel, and their comments on the adequacy of their responses to the U.S. International Trade Commission no later than February 6, 2026.

On November 7, 2013, the U.S. Department of Commerce initiated a countervailing duty investigation on imports of non-oriented electrical steel from China, South Korea, and Taiwan, and an antidumping investigation on imports of non-oriented electrical steel from China, Germany, Japan, South Korea, Sweden, and Taiwan.

On October 7, 2014, the U.S. Department of Commerce issued its final determinations on the antidumping and countervailing duties in this case. 23R090 Grain oriented electrical steel, On November 1, 2019, the U.S. Department of Commerce initiated its first sunset review investigation on the antidumping duties on imports of non-oriented electrical steel from China, Germany, Japan, South Korea, Sweden, and Taiwan, and its first sunset review investigation on the countervailing duties on imports of non-oriented electrical steel from China and Taiwan.

On February 27, 2020, the U.S. Department of Commerce issued its final determination in the first fast-track sunset review of the antidumping duties on imports of non-oriented electrical steel from China, Germany, Japan, South Korea, Sweden, and Taiwan, and simultaneously issued its final determination in the first fast-track sunset review of the countervailing duty on imports of non-oriented electrical steel from China. On March 6, 2020, the U.S. Department of Commerce issued its final determination in the first fast-track sunset review of the countervailing duty on imports of non-oriented electrical steel from Taiwan.
