Ukraine's Interdepartmental Commission on International Trade (ICIT) has officially initiated an anti-dumping investigation into imports of coated flat-rolled carbon steel products from Turkey, Vietnam, South Korea, and India. In accordance with Resolution No. AD-603/2026/441-01, adopted on May 22, 2026, the decision took effect on May 26, 2026—the date of its publication. The Ministry of Economy of Ukraine holds that the available evidence sufficiently demonstrates that coated flat-rolled carbon steel products from the aforementioned four countries may be entering the Ukrainian market at dumped prices; furthermore, the dumping margins are not at a "de minimis" level, nor is the volume of imports "negligible."
Investigation data indicate that between 2022 and 2024, imports of the products in question from Turkey, Vietnam, South Korea, and India surged, showing significant growth in both absolute and relative terms. Specifically:
Total import volume increased approximately 4.5-fold; imports grew about 2-fold relative to domestic production and approximately 2.5-fold relative to domestic consumption.
Meanwhile, the weighted average price of these imports has continued to decline. Since 2023, these prices have been significantly lower than the average prices of comparable domestically produced goods in Ukraine, thereby limiting the potential for domestic steel price increases and exerting pressure on local steel manufacturers.
This investigation covers flat-rolled carbon steel products falling under Ukrainian customs codes 7210 70, 7210 90, and 7212 40, but excludes tin-plated carbon steel products classified under code 7210 70 10 00.
The Ministry of Economy of Ukraine will complete the registration of interested parties and accept requests for hearings within 30 days of the announcement's publication. Additionally, relevant written comments and supplementary materials may be submitted within 60 days.
Andriy Tarasenko, Chief Analyst at GMK Center, stated that this investigation should be viewed as part of Ukraine's efforts to strengthen protections for its domestic steel market amidst rising imports.
He noted that the European Union's tightening of trade protection measures and restrictions on Ukrainian steel exports are triggering a chain reaction. Due to a global steel supply glut, major export-oriented steel producers—including Turkey, India, South Korea, and Vietnam—are actively seeking new export markets.
Tarasenko further noted that Turkish steel mills have gained greater price competitiveness by importing slabs and hot-rolled coils from China and Russia while utilizing lower-cost Russian natural gas. Although Ukraine has already restricted the direct entry of Chinese steel into its market through tariff measures, low-priced supplies from other Asian countries continue to rise.
Notably, in March of this year, Ukraine also initiated anti-dumping investigations into rebar and angle steel products from Turkey, signaling a continued escalation in its trade protectionist measures.
