Vietnam launches anti-circumvention investigation into wide-width hot-rolled steel coils from China

The Vietnamese Ministry of Industry and Trade (MOIT) has launched an anti-circumvention investigation into certain hot-rolled coil (HRC) products originating from China. B20R060 oriented electrical steel, The investigation stems from market concerns that some Chinese-made steel products may be circumventing existing anti-dumping duties by making minor modifications to product specifications.

According to relevant government documents (Resolution No. 3176/QD-BCT, signed by Deputy Minister of Industry and Trade of Vietnam, Nguyen Sinh Nhat Tan, on October 27), the investigation targets hot-rolled steel coils with a width of 1,880 mm < width ≤ 2,300 mm.

The products involved in this case have the following specifications: flat-rolled iron or steel products (which may be alloy or non-alloy), hot-rolled, with a thickness between 1.2 and 25.4 millimeters. However, the following products will not be subject to this duty: hot-rolled coils with a carbon content of >0.3% (by weight); thick plates with a thickness of ≥10 mm; and hot-rolled coil products already covered by existing anti-dumping duties.

Since July 6th, Vietnam has imposed final anti-dumping duties on hot-rolled steel coils originating from China, with rates ranging from 23.01% to 27.83%. B20R060 oriented electrical steel, The products subject to these duties are primarily hot-rolled coils of carbon steel and alloy steel with a carbon content of ≤0.3% (by weight), a thickness of 1.2–25.4 mm, and a width of ≤1,880 mm.

The investigation was launched in response to formal applications from Hoa Phat Dung Quat Steel JSC and Formosa Ha Tinh Steel, both of which alleged in June that Chinese exporters were circumventing existing tariffs by adjusting product dimensions, changing HS codes, or performing minor processing.

According to a notice from the Vietnamese Ministry of Industry and Trade, relevant stakeholders (producers, importers, and exporters) must register through the online platform of the Trade Remedies Authority of Vietnam (TRAV) within 60 working days of the resolution's effective date; the investigation period will last a maximum of 9 months, B20R060 oriented electrical steel, which may be extended by 3 months under special circumstances; if the preliminary investigation determines that the products in question are subject to tariff evasion, the Vietnamese Ministry of Industry and Trade may implement provisional anti-circumvention measures in advance.
