Australia delays release of basic facts report and final ruling recommendations on China’s hot-rolled steel coils

On June 19, 2025, the Australian GL E690 steel Anti Dumping Commission issued Notice No. 2025/048, announcing the postponement of the release of the basic factual report and final ruling recommendations for the anti-dumping and countervailing investigation of Hot Rolled Coil Steel imported from China. The Australian Anti Dumping Commission is expected to complete the basic factual report of this investigation no later than December 10, 2025, and submit the final ruling report to the Australian Minister of Industry and Science no later than February 25, 2026.

On November 15, 2024, the Australian Anti Dumping GL E690 steel Commission issued Announcement No. 2024/093, stating that an anti-dumping and countervailing investigation has been initiated against hot-rolled steel coils imported from China, in response to an application submitted by BlueScope Steel Limited, a domestic Australian company. The products surveyed this time are hot-rolled coils of all thicknesses (including sheets), with or without embossed patterns (commonly referred to as mesh steel plates), regardless of whether they contain alloys, are uncoated, coated, or coated (except for oil coatings). Steel plate products and flat steel bars are not within the scope of investigation. The Australian customs codes for the products involved are 7208.10.00.31, 7208.25.00.32, 7208.26.00.33, 7208.27.00.34, 7208.36.00.35, 7208.37.00.36, 7208.38.00.37, 7208.39.00.38, 7208.40.00.39, 7208.53.00.42, 7208.54.00.43, 7208.9.00.30, 7211.114.00.40, 7211.19.00.41, 7225.30.00.17, 7225.40.00.22, 7225.40.00.24, 7226.91.00.67. The dumping investigation period of the case is from October 1, 2023 to September 30, 2024, and the injury investigation GL E690 steel period is from October 1, 2020.
