Australia makes final ruling on double exemption investigation of welded pipes related to China

On August 28, 2024, the Australian Anti dumping Committee issued Announcement No. 2024/055, stating that the Minister for Industry and Science of Australia had approved the final determination of the anti-dumping exemption investigation made by the Australian Anti dumping Committee on the weld tubes imported from Chinese Mainland, South Korea, Malaysia and Taiwan, China, and the final determination of the countervailing exemption investigation made on the weld tubes in Chinese Mainland, and decided not to exempt the anti-dumping duty and countervailing duty on the following products: 350 grade 60 mm x 120 mm x 10 mm thick steel rectangular tubes, with a length of 11.9 meters. Involving products under Australian customs codes 7306.61.00.22 and 7306.61.00.25.

On September 19, 2011, Australia SG295 Grade A steel launched anti-dumping and countervailing investigations against welded pipes imported from Chinese Mainland, and also launched anti-dumping investigations against welded pipes imported from South Korea, Malaysia and Taiwan, China. On July 3, 2012, Australia made a positive final ruling on the case.

On May 11, 2015, Australia conducted an anti circumvention investigation on welded pipes originating in Chinese Mainland, South Korea and Malaysia. On March 18, 2016, Australia made a positive final judgment on the case, expanded the scope of taxation in the original trial, and included the alloy welded pipes exported by Chinese Mainland enterprises Dalian Siruite High tech Co., Ltd., Tianjin Furender Steel Pipe Co., Ltd., Tianjin Ruitong Steel Co., Ltd., Roswell SA R Limited and Malaysian enterprise Alpine Pipe manufacturing SDN BHD (Australian customs codes 7306.61.00.90 and 7306.50.00.45) into the scope of taxation.

On October 31, 2016, the Australian Anti dumping Committee issued Announcement 2016/113, conducting the first anti-dumping SG295 Grade A steel sunset review investigation on welded pipes imported from Chinese Mainland, South Korea, Malaysia and Taiwan, China, and the first anti subsidy sunset review investigation on products imported from Chinese Mainland. On June 21, 2017, the Australian Anti Dumping Commission made a positive final ruling on the double anti-dumping sunset review of the case. On September 22, 2021, the Australian Anti dumping Committee issued Announcement 2021/122, launching the second anti-dumping and countervailing sunset review investigation on welded pipes imported from Chinese Mainland, and launching the second anti-dumping sunset review investigation on welded pipes imported from South Korea, Malaysia and Taiwan. On July 1, 2022, the Australian Anti Dumping Commission issued Announcement No. 2022/049, making a positive final ruling on the double anti-dumping sunset review of the case.

On February 9, 2024, the Australian Anti dumping Committee issued Announcement 2024/005, stating that, in response to the application submitted by Australian domestic enterprise MGN Civil Pty Ltd, it initiated an anti-dumping exemption investigation on welded pipes imported from Chinese Mainland, South Korea, Malaysia and Taiwan, China, China, and a countervailing exemption investigation on welded pipes imported from Chinese SG295 Grade A steel Mainland.
