The Australian Anti-Dumping Commission (ADC) has determined that although a Vietnamese exporter engaged in dumping, 30H083 Grain oriented electrical steel, its dumping margin was less than 2% of the weighted average export price, and therefore decided to terminate the anti-dumping investigation against the company.
According to the Trade Remedy Department of the Vietnamese Ministry of Industry and Trade, the Australian Anti-Dumping Commission issued a notice on December 16 announcing the partial termination of its anti-dumping investigations into hot-rolled steel bars imported from Indonesia, Thailand, Malaysia, Turkey, and Vietnam.
The investigation was initially initiated by the Australian Anti-Dumping Commission on 24 September 2024, stemming from an application filed by Australian steel company Infrabuild NSW Pty Limited (InfraBuild) under Section 269TB(1) of the Australian Customs Act 1901.
Based on the findings of the investigation, the case file, and the comments submitted by the parties, the Australian Anti-Dumping Commission decided to terminate the investigation against certain companies from the aforementioned countries, including those from Vietnam.
Specifically, the Committee determined that while a particular Vietnamese exporter's products were being dumped, the dumping margin was less than 2% of the weighted average export price. Under Australian anti-dumping law, this level constitutes "minor dumping" and does not meet the criteria for imposing anti-dumping duties. 30H083 Grain oriented electrical steel, Therefore, pursuant to Section 269TDA(1)(b)(ii) of the Customs Act, the Committee formally terminated the anti-dumping investigation against the company.
The relevant decision has been confirmed in Termination Report No. 655 issued by the Australian Anti-Dumping Commission and publicly published on the Australian Anti-Dumping Commission's website.
