Australia’s Double Anti New Exporter Review Final Decision on China’s Aluminum Zinc Plated Plate

On June 13, 2024, the Australian Anti Dumping Commission issued Announcement A1008 Grade 70(780) steel No. 2024/033, stating that the Australian Minister of Industry and Technology has passed the final anti-dumping and countervailing review ruling of the Australian Anti Dumping Commission on aluminum zinc coated steel imported from Chinese exporter Zhejiang Huapu Eco Friendly Materials Co Ltd with a width greater than or equal to 600mm. The Commission has decided to impose anti-dumping and countervailing duties on the company. The provisional effective dumping tax rate (IDD) is calculated at the minimum price, and anti-dumping duties are levied when the actual export price of the product in question is lower than the prescribed minimum price. The tax rate (ICD) is 0.4% (calculated as a proportion of the export price of the product). This measure will take effect from February 23, 2024.

On September 5, 2012, Australia conducted an anti-dumping investigation on aluminum plated zinc plates with a width of 600 mm or more imported from Chinese Mainland, South Korea and Taiwan. The products involved in the case made a final affirmative determination of anti-dumping and decided to impose an anti-dumping duty of 5.8% to 7.7%.

On November 10, 2017, the Australian Anti Dumping Commission issued Announcement 2017/159 stating that the Australian company BlueScope Steel The application submitted by Limited launched the first antidumping and countervailing sunset review investigation against the aluminized zinc plates imported from Chinese Mainland, and the first antidumping sunset review investigation against the aluminized zinc plates imported from South Korea. On July 17, 2018, the Australian Anti dumping Committee issued Announcement 2018/97, deciding to continue to impose anti-dumping duties and countervailing duties on the products involved in Chinese Mainland, respectively 9.5% -31.5% and 21.7%; deciding not to continue to apply anti-dumping measures against the products involved in South Korea A1008 Grade 70(780) steel, and the current anti-dumping measures will expire on August 5, 2018. On August 22, 2022, the Australian Anti dumping Committee issued No. 2022/085 According to the announcement Ltd submitted an application to initiate the second anti-dumping and countervailing sunset review investigation on the import of aluminum plated zinc plates with a width of more than or equal to 600mm from Chinese Mainland. On July 3, 2023, the Australian Anti dumping Committee issued A1008 Grade 70(780) steel Announcement No. 2023/034, stating that it decided to continue to implement anti-dumping and countervailing measures on the products involved in the Chinese Mainland from August 8, 2023.

On March 14, 2024, the Australian Anti dumping Committee issued Announcement 2024/012, stating that, in response to the application submitted by the Chinese exporter Zhejiang Huapu Eco Friendly Materials Co Ltd on February 23, 2024, the Australian Anti dumping Committee initiated a review investigation of anti-dumping and countervailing for new exporters of aluminum plated zinc plates with a width of 600 mm or more imported from the Chinese Mainland. The starting date of the case was February 23, 2024. The Australian customs codes of the products involved were 7210.61.00.60, 7210.61.00.61 and 7210.61.00.62.
