The Council of the European Union has issued a statement detailing its position on a new round of safeguard measures regarding steel imports. HX260YD+ZM steel strip ,This document was released following an agreement reached between the Council and the European Parliament.
Under the plan, the total annual import quota is set at 18,345,922 tonnes, with a 50% tariff applied to imports exceeding this limit. Quota allocations for specific product categories will be based on import shares from the 2022–2024 period—a reference timeframe considered to accurately reflect current trade flow patterns.
Additionally, the European Commission is authorized to adjust the total quota within a range of 14.4 million to 22.2 million tonnes. HX260YD+ZM steel strip ,Such adjustments will take into account the EU's overall interests and a variety of factors, including changes in demand, import market shares, developments in global excess capacity, progress in the decarbonization of the EU steel industry, the availability of certain products, and objectives related to the Common Security and Defence Policy.
This measure applies to all imports from third countries—including those benefiting from preferential tariffs or free trade agreements—unless bilateral safeguard measures are already in place for the country concerned. Products from Norway, Iceland, and Liechtenstein are exempt from the measure.
The regulation also retains the "melt and pour" origin requirement. Importers are required to provide verified documentation (such as mill test certificates) to enhance transparency within the EU steel supply chain and assist the European Commission in obtaining accurate information regarding product origin.
Under the regulation, the European Commission is required to assess, within two years of the measure's entry into force, whether the "melt and pour" location should serve as a criterion for eligibility for tariff-rate quota treatment, and may subsequently propose legislation based on this assessment.
The draft legislation is expected to undergo its first reading in the European Parliament on May 18.
