Russia Lowers Scrap Steel Export Tariff Quota for the First Half of 2024 to 600000 tons

The Russian government has extended its policy of reducing export tariffs on scrap steel (excluding the Eurasian Economic Union) until June 30, 2024, with the aim of ensuring sufficient input supply for domestic steel mills.

In the first half of the year, the Russian S350GD+ZA steel government will impose a 5% tariff or a $16/ton quota (whichever is higher) on every 600000 tons of exported goods. For export products exceeding the quota, the tariff will increase to $317/ton. At the same time, the government has retained the same quota quantity and tariff level as a year ago, but has cancelled national tariffs for exporters of black S350GD+ZA steel metals and scrap steel. This cancellation will take effect immediately and is valid until 2029. Previously, the national tariff was $84, which was separate from the export tariff for issuing licenses and was levied on each contract for each batch of exports.

At present, there is no exact data on the export of black metal waste from Russia in 2023, but according to relevant institutions, the quota of 1.2 million tons has not been fully utilized, and the actual export volume may reach 1.05-1.1 million tons.

Delivery under last year's license is still ongoing and may continue for another 1-1.5 months. After the issuance of the new license at the end of January 2024, delivery under the quota will begin.

The current S350GD+ZA steel supply is largely dependent on Türkiye's demand. However, since customers from the EU will ask about the source of raw materials used for rebar, many Türkiye steel mills will avoid purchasing Russian scrap.
