Thailand launches anti-circumvention investigation into anti-dumping case against high carbon wire rod from China

On November 29, 2012, Thailand initiated an anti-dumping investigation into high-carbon wire rod originating in China. NK K/E51 steel On August 29, 2013, Thailand issued a preliminary anti-dumping ruling. On May 17, 2014, Thailand issued a final anti-dumping ruling on the products involved in the case originating in China. On October 17, 2014, Thailand imposed anti-dumping duties ranging from 5.17% to 33.98% of the CIF value on the Chinese products involved.

On May 15, 2019, Thailand initiated the first sunset review of its anti-dumping duties on high-carbon wire rods originating from China. On May 15, 2020, Thailand made the final ruling of the first sunset review on the case, deciding to continue to impose anti-dumping duties on the Chinese products involved based on CIF prices.Among them, Benxi Beitai Gaosu Steel Wire Rod Co., Ltd., an enterprise involved in the case, NK K/E51 steel held a 12.26% stake; Zhangjiagang Shajing Steel Co., Ltd., Zhangjiagang Hongxing High Wire Co., Ltd., Zhangjiagang Sheen-faith Steel Co., Ltd., Jiangsu Sheen-faith High-Tech Co., Ltd., Zhangjiagang Rongchang High Wire Co., Ltd., and Zhangjiagang Rongsheng Steel Co., Ltd., all subsidiaries of Jiangsu Shagang Group Co., Ltd., held a 15.04% stake; Jiangsu Yonggang Group Co., Ltd. held a 20.56% stake; and other enterprises held a 36.79% stake.The measures will end on May 15, 2025. On May 15, 2025, NK K/E51 steel the Department of Foreign Trade of the Ministry of Commerce of Thailand issued an announcement stating that, at the request of domestic Thai companies, Thailand initiated a second anti-dumping sunset review investigation on high carbon wire originating in China.The products involved are described as follows: circular in cross-section, with a diameter less than 14 mm, and a carbon content of not less than 0.76% but not more than 0.92% by weight. The involved Thai customs codes are 7213.9130.061, 7213.9130.022, 7213.9130.030, 7213.9130.031, 7213.9130.090, 7213.9190.021, 7213.9190.022, 7213.9190.030, 7213.9190.031, 7213.9190.090, and 7227. Products under Items 9010.052, 7227.9010.090, 7227.9090.050, 7227.9090.051, 7227.9090.052, 7227.9090.053, 7227.9090.054, 7227.9090.055, 7227.9090.056, 7227.9090.059, and 7227.9090.090. During the investigation period, anti-dumping duties on the products involved will be levied in the form of a deposit, effective May 16, 2025, for a period of no more than one year.
