On May 14, 2025, the Thai Ministry of Commerce AB/D32 steel announced that a second sunset review investigation will be conducted on high carbon wire with a carbon content of 0.76-0.92% and a diameter less than 14 millimeters related to China. The HS codes of the products involved include: 7213.9130.021, 7213.9130.022, 7213.9130.030, 7213.9130.031, 7213.9130.090, 7213.9190.021, 7213.9190.022, 7213.9190.030, 7213.9190.031, 7213.9190.090, 7227.4010.052, 7227.4010.090, 7227.090.050, 7227.4090.051, 7227.4090.052, 7227.4090.053, 7227.4090.054, 7227.4090.055, 7227.4090.056, 7227.4090.059, and 7227.9000.090.
During the review period, the original anti-dumping tax AB/D32 steel rate will be implemented from May 16, 2025, with a period not exceeding one year, until the review results are announced. The anti-dumping tax rate (calculated based on CIF) is 12.26% for Benxi Beitai High speed Wire Co., Ltd., 15.04% for Jiangsu Shagang Group, 20.56% for Jiangsu Yonggang Group, and 36.97% for other Chinese exporters.
On October 17, 2014, Thailand imposed anti-dumping duties ranging from 5.17% to 33.98% on the target product for the first time. After initiating the first anti-dumping sunset review on May 15, 2019, a positive final ruling was made on May 16, 2020, and the anti-dumping AB/D32 steel duties continued to be imposed for a period of five years.
