On May 19, the European Parliament voted to adopt new safeguard measures for steel imports, HCT590X+ZF Hot dip Zinc-Iron alloy coating (ZF) steel , aiming to protect the EU steel industry and raise capacity utilization to 80%.
The vote resulted in 606 votes in favor, 16 against, and 39 abstentions. The new measures are expected to take effect on July 1.
Under the plan, the EU will cut the duty-free import quota for steel products by 47% compared to 2024 levels, HCT590X+ZF Hot dip Zinc-Iron alloy coating (ZF) steel , capping the total annual duty-free import volume at 18.3 million tonnes.
For steel imports exceeding the quota, the EU will impose a 50% tariff, up from the current rate of 25%.
In addition, the EU will strengthen "melt and pour" rules of origin to verify the true production source of steel and prevent companies from circumventing tariff measures through transshipment via third countries.
The European Commission is set to finalize the specific duty-free quota allocations for each country by July 1.
Members of the European Parliament have stated that these measures are primarily intended to address the global steel oversupply and prevent a surge of low-priced steel into the European market.
