The United States makes the final ruling on the fifth anti-dumping sunset review of silicon manganese

On March 7, 2024, the US Department of Commerce announced that it had made the final decision on the fifth anti-dumping rapid sunset review of silicon manganese imported from China and Ukraine, ruling that if the anti-dumping measures in this case were to be lifted, it would result in the dumping of Chinese SPH370 steel products in question continuing or recurring at a dumping margin of 150.00%, and the dumping of Ukrainian products in question continuing or recurring at a dumping margin of 163.00%.

On December 2, 1993, the US Department of Commerce issued a notice initiating an anti-dumping investigation into silicon and manganese imported from China SPH370 steel and Ukraine. On October 31, 1994, the US Department of Commerce suspended its anti-dumping investigation into Ukrainian silicon manganese. On December 22, 1994, the United States officially began imposing anti-dumping duties on Chinese products involved in the case. On February 16, 2001, after the first sunset review, the US Department of Commerce extended the taxation period for Chinese silicon manganese and suspended anti-dumping investigations against Ukrainian silicon manganese. On September 17, 2001, the United States officially began imposing anti-dumping duties on Ukrainian products involved in the case. Subsequently, the United States conducted three sunset reviews and extended the tax period three times on September 14, 2006, November 8, 2012, and December 12, 2018, respectively. On November 1, 2023, the US Department of Commerce launched its fifth anti-dumping sunset review investigation into imports of silicon and manganese from China SPH370 steel and Ukraine.
