UK plans to extend China’s dual countermeasures for organic coated panels

The Trade Remedy Agency (TRA) of the UK A302 Grade A steel issued a preliminary ruling on the transitional review on the evening of February 25th, recommending the continued implementation of anti-dumping and countervailing duties on Organic Coated Steel Products originating in China, with a five-year extension until May 4, 2029.

Organic coated panels are widely used in the fields of building curtain walls, metal furniture, HVAC systems, and home appliance manufacturing due to their corrosion resistance, high temperature resistance, and surface decorative properties. The UK TRA emphasized that since the implementation of the anti-dumping and countervailing measures against China in 2013, the annual import volume of Chinese A302 Grade A steel products involved in the case has been strictly limited to less than 1000 tons, effectively maintaining a fair competition environment for UK manufacturers and ensuring the sustainability of local production. If the current measures are cancelled, the damage caused by the import of the products involved to the domestic industry in the UK may occur again.

The data shows that the current anti-dumping tax rate is 0-26.1%, and the anti subsidy tax rate is 13.7-44.7%, with specific tax rates fluctuating according to the exporter's qualifications.

The transition period review was officially launched on April 15, 2024. The dumping and subsidy investigation period is from April 1, 2023 to March 31, 2024, and the injury investigation period is from April 1, 2020 to March 31, 2024.

According to the program requirements, stakeholders can submit their comments through the TRA public document platform before March 18, 2025.

It is worth noting that the UK A302 Grade A steel government officially approved the extension of anti-dumping measures on Chinese corrosion-resistant steel for five years last week, which echoes the policy of the organic coating board ruling and marks a further strengthening of the UK's protection policy for the domestic steel industry.
