EU makes preliminary anti-dumping ruling on Chinese steel track shoes

On April 22, 2025, the European SA832 Grade 23V steel Commission issued a preliminary anti-dumping determination on steel track shoes originating in China, with a preliminary ruling that: (1) the temporary anti-dumping duty on steel track shoes used on machines and conveyor belts under CN (Combined Nomenclature) codes 8426, 8429, or 8430, whether or not rubber pads are attached and whether or not they are assembled in track chains with a maximum length of 3000 millimeters, is 62.5%. (2) The EU SA832 Grade 23V steel CN codes are 8431 39 00, ex 8431 49 20, and ex 8431 49 80 (TARIC codes are 8431 39 00 21, 8431 39 00 25, 8431 39 00 26, 8431 39 00 29, 8431 49 20 11, 8431 49 20 15, 8431 49 20 16, 8431 49 20 19, 8431 49 80 11, 8431 49 80 15, 8431 49 80 16, and 8431 49 80 19). The tax rate for steel track shoes assembled in track chains is 50% -55% (55% for track chain links and 50% for track assemblies). The dumping investigation period of this case is from July 1, 2023 to June 30, 2024, and the injury investigation period is from January 1, 2021 to the end of the dumping investigation period. Stakeholders should submit a hearing application within 5 natural days from the day after the announcement is released, and provide case review opinions within 15 natural days.
