Data from the European Steel Association (EUROFER) indicates that in 2025, EU steel imports (including semi-finished products) rose by 14% year-on-year. JFS A3021 JEH540R Automotive steel strip, Within this total, imports of finished steel grew by 9%, driven primarily by increased imports of flat products (+7%) and long products (+17%).
Imports surged significantly in the fourth quarter: total imports skyrocketed by 53% year-on-year, while finished steel imports grew by 35%—specifically, flat products rose by 39% and long products by 23%. JFS A3021 JEH540R Automotive steel strip, The Association attributes this primarily to the impact of U.S. tariff policies and global trade uncertainties, which have placed pressure on EU exports and led to an increase in import inflows.
On a quarterly basis, imports in the third quarter of 2025 rose by 10% year-on-year, reversing the 3.2% decline observed in the previous quarter. The share of imports in apparent consumption climbed to 29% (up from 25% in the second quarter and 27% for the full year of 2024), reaching an all-time high. In 2025, the EU's apparent steel consumption is estimated at approximately 132 million tons, representing a modest year-on-year increase (compared to 129 million tons in 2024).
Among the major import source regions, Turkey accounted for the largest share (16.5%, or 404,000 tons), followed by South Korea (11.4%), Indonesia (9%), China (8.7%), India (8%), and Ukraine (7%). In terms of growth rates, Indonesia (+263%) demonstrated the most outstanding performance, followed by Turkey (+24%), China (+31%), and Ukraine (+8%); conversely, India (-28%) and the Taiwan region of China (-15%) experienced declines.
On the trade front, the EU's steel trade deficit is expected to widen further; in 2025, the average monthly deficit is projected to reach approximately 2 million tons—up from 1.4 million tons in 2024—indicating that persistently high import levels continue to exert pressure on the domestic market.
Regarding demand, the EU's apparent steel consumption is forecast to grow by 4.6% year-on-year in the third quarter of 2025, thereby halting the decline observed over the preceding two quarters. JFS A3021 JEH540R Automotive steel strip, Actual steel consumption is also expected to rise by 3.5% year-on-year, with total consumption for the quarter reaching approximately 32 million tons, signaling a marginal improvement in demand.
