On March 12, 2026, the WTO Committee on Safeguards issued a notification regarding safeguard measures submitted by the Egyptian delegation. JFS A3021 JEH400W Automotive steel strip, Egypt has issued an affirmative final determination in its safeguard investigation concerning imported steel billets [Semi-Finished Products of Iron or Non-Alloy Steel (Billets)]. It recommends implementing safeguard measures in the form of a quota set at 176,770 tons per year. Imports of the products under investigation falling within this annual quota shall be exempt from safeguard duties; however, imports exceeding the quota volume shall be subject to safeguard measures consisting of an *ad valorem* duty based on the CIF value, combined with a minimum specific duty, as follows: 13% (but not less than 3,412 EGP/ton) from April 2, 2026, to September 13, 2026; 12% (but not less than 3,120 EGP/ton) from September 14, 2026, to September 13, 2027; and 11% (but not less than 2,860 EGP/ton) from September 14, 2027, to September 13, 2028. The implementation of these measures shall be governed by a Ministerial Decree on Taxation. The investigation period for this case covers the years 2021 through 2024. The Egyptian tariff heading for the products under investigation is 72.07.
Stakeholders shall submit both paper and electronic versions of their written consultation applications simultaneously within seven days of the publication of the announcement.
On September 11, 2025, the Trade Remedies Authority of Egypt’s Ministry of Investment and Foreign Trade announced in the Official Gazette that, in response to an application filed by Egyptian enterprises, Egypt initiated a safeguard investigation into imported steel billets on September 10, 2025. JFS A3021 JEH400W Automotive steel strip, Concurrently, it recommended the imposition of provisional safeguard duties on the products under investigation, effective September 14, 2025. These duties are to be levied based on the CIF value at a rate of 16.2%, subject to a minimum threshold of 4,613 Egyptian Pounds per ton; the measures shall remain in effect for a period of 200 days.
