Mexico Initiates Sunset Review Investigation into Hot-Rolled Steel Plates from China

On December 19, 2025, the Mexican Ministry of Economy issued a notice announcing that, in response to an application filed by the Mexican producer Ternium México, S.A. de C.V., it has initiated a second sunset review investigation regarding anti-dumping measures on hot-rolled steel sheets (Spanish: rollos de acero laminados en caliente) originating from Germany, China, and France. The dumping investigation period for this case covers October 1, 2024, through September 30, 2025, while the injury investigation period covers October 1, 2020, through September 30, 2025. The products under investigation consist of hot-rolled carbon or alloy steel sheets and coils—of any thickness but with a width of 600 millimeters or greater—that have not undergone pickling, plating, or coating treatments (including hot-rolled steel sheets with a thickness of 4.75 millimeters or less, as well as hot-rolled steel coils with a thickness exceeding 4.75 millimeters). The TIGIE tariff codes applicable to the products under investigation are 7208.36.01, 7208.37.01, 7208.38.01, 7208.39.01, and 7225.30.91. This notice shall enter into force on the day following its publication.

Interested parties shall register their appearance, submit questionnaires, case comments, and evidentiary materials within 28 working days from the day following the date of publication of the announcement.

On September 16, 2014, Mexico initiated an anti-dumping investigation into hot-rolled steel plates originating in or imported from Germany, China, and France. On December 22, 2015, Mexico issued an affirmative final determination in this case, deciding to impose anti-dumping duties; specifically, the duty rate was set at US$335.60 per ton for the Chinese exporter Tangshan Iron and Steel Group Co., Ltd., and US$354.92 per ton for other Chinese exporters. On April 19, 2022, Mexico issued an affirmative final determination in this first sunset review, deciding to maintain the existing anti-dumping duties unchanged, effective from December 23, 2020, with a validity period of five years.
