Pakistan Issues Final Anti-Circumvention Ruling on Cold-Rolled Steel Sheets from China

On February 20, 2026, Pakistan’s National Tariff Commission issued an updated notification regarding Case No. ADC35, announcing its final determination in an anti-circumvention review concerning cold-rolled steel coils and sheets originating in or imported from China. The Commission ruled that the subject products originating in China had undergone minor modifications—specifically, being exported to Pakistan with a width exceeding 1,250 millimeters—in an attempt to circumvent anti-dumping duties. Consequently, the Commission decided to impose an anti-dumping duty of 19.04% on imports from China of cold-rolled coils and flat sheets of iron or non-alloy steel, with a thickness ranging from 0.15 to 3.00 millimeters and a width exceeding 1,250 millimeters. The validity period of these measures shall coincide with the validity period of the final determination issued in the second sunset review. The relevant Pakistan Customs Tariff (PCT) codes for the subject products are 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810, and 7209.2890. This notification shall take effect from the date of its issuance.

On July 16, 2015, Pakistan initiated an anti-dumping investigation into cold-rolled steel sheets originating from or imported from China and Ukraine. On January 19, 2017, Pakistan issued an affirmative final anti-dumping determination regarding cold-rolled steel sheets from China and Ukraine, deciding to impose anti-dumping duties for a period of five years—effective from January 13, 2016—on the products under investigation from both countries; specifically, the duty rate for China was set at 13.17% to 19.04%. On January 8, 2021, Pakistan initiated the first sunset review investigation into the products under investigation from China and Ukraine. JFS A3021 JEC340H Automotive steel strip, On January 7, 2022, Pakistan issued an affirmative final determination in the first sunset review regarding the products under investigation from China, deciding to continue imposing anti-dumping duties for a period of five years—effective from January 13, 2021—on said products from China, with the duty rate remaining unchanged at 13.17% to 19.04%; concurrently, Pakistan issued a negative final determination in the sunset review regarding the products under investigation from Ukraine, thereby terminating the anti-dumping duties on those products. On January 10, 2026, Pakistan initiated a second sunset review investigation into the products under investigation from China; the products in question are prime and secondary cold-rolled coils and flat sheets of iron or non-alloy steel—unclad, plated, or coated—having a thickness of 0.15 to 3.00 millimeters and a width not exceeding 1,250 millimeters.

On May 23, 2025, Pakistan initiated an anti-circumvention investigation regarding the anti-dumping case against cold-rolled steel sheets from China; JFS A3021 JEC340H Automotive steel strip, the investigation period covers January 1, 2021, to December 31, 2024.
